This is the remarkably high-quality plastic ITW Nexus Side Release Buckle, the same thing most militaries use worldwide. The buckle is designed for a 25 mm / 1" wide webbing.

Sold as complete buckles: each buckle includes the male and female parts. And there are ten of these in a pack. The male part has strap adjustment capabilities, while the female part is simple, and needs the strap to be either sewed to a loop or used with a tri-glide buckle.
